it allows you to edit all INI files as well as disable the mouse smoothing easily.
if you really want to fix the issue without the use of mods you can do it manually like this
* Locate your game's files.
* By default, these are located at "C:\Program Files (x86)\Steam\steamapps\common\fallout new vegas"
* Open the file "fallout_default.ini"
* Find the line "bBackground Mouse = 0" and change the "0" value to "1"
* Underneath the line "bBackground Keyboard = 1", add the following lines:
fForegroundMouceAccelBase=0
fForegroundMouseAccelTop=0
fForegroundMouseBase=0
fForegroundMouseMult=0
* Locate the line "iPresentInterval=1" and change the "1" value to "0"
* Select File > Save and close the file after saving.
After completing these changes to your .ini file, you should be able to run the game normally. If you find this hasn't worked, you should locate the fallout_default.ini file and delete it. Running the game will create a new file so that you can attempt the changes once more.
Speaking of which, I'll definitely check out your workaround, thanks!
