You can gain ncr infamy by working for the legion, not necessarily against the NCR. The NCR gives you the benefit of the doubt that you may simply be not aware of their intrests.

Yeah, when Caesar DIES! But aside from the courier, who the hell is going to try to kill Caesar? A man who not only makes himself quite scarce, but also has an elite guard that will outright overwhelm the would be assassins

Your point about the Legion having no a lot of training is ♥♥♥♥♥♥♥♥. For God's sake they train their whole lives! Your point about the legion being in a bad place is also rendered moot simply by the fact that they just keep making the most of it. Everyone in the NCR is terrified of the legion, including Oliver whose strategy is to keep as many troops and rangers in the dam, meanwhile every other place is ♥♥♥♥♥♥ because a majority of their forces are on the dam. If the legion can't take the dam now, they can make short work of other places. Including Camp McCarran, which is in fact the main base of operations of the NCR, not the dam. That's what I mean by stretched thin.

if both the women and men are fighting at the frontlines, who's maintaining the weapons and making ammunition? Most ncr weapons are in terrible conditions and risk to jam at any moment because they're old rifles and the NCR isn't maintaining them, let's not talk about all the spys and traitors in the NCR that they can't find without the courier's help, making it hard to reinforce frontline troops. Let's also not mention the borderline suicidal attitude of the average trooper or the fact they can't even recover their comrade's gear because the NCR can't deal with the FIENDS
