If you just want to change the color grading, look into ENBs or do it yourself via ReShade/Freestyle.
Loading screens - you may be able to get this mod[www.nexusmods.com] to work, although it's made for TTW.
UI - the UI is pretty similar. Just change the color to green.
Music - are you talking radio or background music? I'm not familiar with any specific mods, but I'm sure searching on the Nexus might get you there.
Enemies - most are recycled. Not sure what you're asking for.
As for color filter, simply adjust your monitors RGB
Could probably do it with Dynavision too I suppose, if you're looking to avoid post-processing.
For new users, assuming they have an nVidia card, Freestyle is probably easier.

I mean, Fallout 3 is...fine.
I find it more enjoyable than Fallout 4 (not saying FO4 is bad).
My main gripes with FO3 these days are mainly in playability and mechanics, but that's what we have TTW for.
