Can I kill Pacer with any Legionary Uniform?

I was wondering if it's possible to kill Pacer with a Caesar's Legion Uniform, so that way the game thinks Caesar's Legion killed Pacer.

Im not sure you can even freely walk around in Freeside with a legion outfit on, Ive never tried it because Ive always been stark against the legion

As far as I know, disguises only work to stop hostile factions from shooting at you (or to be a pain in the butt and get friendly factions to shoot at you because those dumbasses can't appreciate the value of Loot Of War and apparently expect you to scrap all the perfectly good armour you get from your kills). You can't use them to frame people.

What I did to get rid of Pacer was call upon the favour that the King owed me to get him to bitchslap Pacer until he stopped harassing people.

Did you already redeem that favour? Or, if you never got it to begin with, maybe you can still do that quest to get the King to owe you one.

There are several ways to kill Pacer. Kill him when you guard the Van Graff store, give him a heartattack by messing with his chems, Frame the Van Graffs, plenty of options that won't get you in trouble.
