Level 100 All Skills?
Is it possible to get 100 in every skill? i have taken the educated perk at level 4 so i have the max amount of skill points to distribute every level. besides that i have all the DLCs so i can reach level 50 max. Is it still possible? how about when i use skill books or improve them at the medical clinic in Vegas?

It is possible - I did that with the character who had 10 Intelligence and yes, skill books help with that. As for clinic implants - you can improve only your SPECIAL stats so you can use it to increase your Intelligence so you get more skill points per level.

I managed to get to 100% full skills by level 48. if you have high intelligence, get the extra skill points per level perk and the improved skill books perk. There are about 4 books for each skill hiding in the Mojave. And more in the DLC. So if you plan ahead you should have little trouble getting everything done.
This is something I do with every build in Fallout 3 and NV; start of with 9 intelligence, when you leave Vault 101/Goodsprings, go to Rivet city/New Vegas Medical Clinic to get the Intelligence Bobble-head/Implant as soon as possible (the implant requires a bit more ingenuity to get in NV), and of course take educated at level 4 and comprehension at the next perk unlock. After that point, actively looking for skill books is what helps the most when you want to max out a skill.

With the level 50 cap you can get near 100 in all skills (and some skills are downright useless to have at 100 like survival so don't need it) no matter your int by the end by taking educated, and having 7+ int and taking educated you get basically get 100 in everything. And if you're using skill books too then there's basically no way not to get 100 in everything since OWB lets you straight up craft them.

OWB skill books can only be crafted once since it consumes the recipe to craft it.

+4 in every skill per book with 13 skills, that's 13*4 for 52 free skills points which which is quite a lot, combined with 'educated' which is another 92 you're going to be hard pressed not to max them all.

i have a mod to choose intense training any amount of times, then when/if i hit lvl 50 i make myself 49 with commands, the only downside is that you dont get more hp deleveling, but i can calculate the correct hp for any theorical lvl (50+)

There are mods to raise the level cap to 100, 255, etc. Realistically I don't think you would need any more than 100, doing all the side quests and exploring all areas with three swift learners and lessons learned will still end you below 100. You would need to either intentionally grind (which is sorta difficult in this game) or download mods with extra content to go beyond that

you can actually hit 100 in everything with level 37 afaik, not certain though, i read the math behind it somewhere once
