In all seriousness, I would disable all and reinstall NV to start from square one and follow Viva's guide:

Ive reinstalled NV with all mods disabled and the issue persists, I'm not fully sure why the issue persists at all when it should be a completely fresh vanilla install
If you have a fresh install, turn off HDR and AA. Then, run the game. If the problems still persist, run the game on 1080p or 1440p. If the problem still occurs, run the game with low graphics settings.
If the game isn't causing the gpu to clock up from its power saving state, I imagine that could be the issue.
I will recommend that you ditch vortex in favor of MO2 if you do manage to get it working; the virtual file system is SO much better for modding.
