Does Low Charisma effect Vendor prices despite having High Barter skill?
See above.

It says on the wiki that the Charisma special stat is factored into determining how you pay for stuff.

If having 1 Charisma and 100 Barter skill the same as 10 Charisma and 100 Barter skill in terms of prices you get at vendors?

Charisma in New Vegas is the worst SPECIAL Stat as it does almost nothing, save for missing some minor checks (you can raise it with drugs and hats if needed) you can set it to 1 and still get 100 speech or barter quite easily

^highly disagree. high charisma is best stat ingame, because you can think of your character as being really cool.

Charisma does not directly influence any barter prices. Charisma influences your Barter skill which in turn does influence barter prices; but your prices solely rely on the barter skill.

statistically Charisma is pointless as an efficient SPECIAL stat due to its lack of function. but, it does have some unique uses and perks that are interesting and the game doesnt require you to min/max squat so have fun the way you want to.

(I always run 2 Charisma on every character cuz im OCD)

The way it work is simple : Special point affect Skills.

For exemple : 1 point in charisma = 2 points in barters.

Skills can't go higher than 100, so if you have 100 in barter you won't see change if you add +X in charisma using druggs/perks/implants.

To answer your question, no, it no longer matter for you, and as said above charisma in the worse Special you can invest in, i admit it's always funny to do a run with 10 luck 10 charisma, but it's mostly for fun, the way the game work make charisma useless because charisma only impact skill and not stats, for exemple : strengh add carry weigh, luck add crit chances and give you better loot, endurance give you more hp ect... Charisma dosen't.

Yes it do, but you asked if when you have 100 in barter and add extra point in charisma will it change the price the answer is no, charisma only affect the barter skill, wich affect the price.

That's why charisma is useless you can get the best price by leveling up barter even when you have 1 charisma.

Similar to how Perception is said to effect accuracy in/outside of VATs it doesn't, it just adds skill points into skills that effect it instead. Perception is the 2nd worst Special in Fallout NV, Charisma is literally worthless.

Basically the descriptions of the SPECIALs are a Lie. =3

Outside of using Charisma and Perception for specific Perks, they're generally worthless Specials. Perception you can get away with about 5-6 in total just for some really good Perks.

Charisma you can literally start the game with 1 and it will not effect you in the slightest, it's that worthless. Even the Perks that require Charisma are well, not necessary.

If i recall Perception do improve the distance in wich you can see the enemies/locations on your compas. (Or is it a skill of ED-E that is messing with my mind ? Because when i have him i can see them far away.)

I just start the game with 5 in Charisma and 5 in Luck. Put one point into every other so stat so it's 6, 6, 6, 5, 6, 6, 5 ... That seems to mostly even everything out to where it won't completely handicap you in any way.
