A pretty bad perk, the cat eye or ghost sight chem is much more useful for the very few times it gets too dark to see.
Still not worth it, as cat eye and ghost sight are plentiful and not addictive.
Educated and Comprehension do too much if combined.
You don't need to max out every skill.
E.g. You generally never need more than 2 weapon skills maxed out.
Personally I prefer Comprehension, as that leaves magazines to more easily fill in the gap if absolutely needed to.
Apart from starting with wild wastelands, I've got no meta suggestions.
The only advice I can give you is that luck and crit is king. You can never go wrong with those 2. (Oh and charisma is pointless)
Wild Wasteland isn't really "meta", it is more "cringe" and "WUT?!"...
If you want to murder your way through the game, things like Bloody Mess can be handy. The various flirty perks (Confirmed Bachelor, Black Widow, Cherchez La Femme, Lady Killer) unlock dialogue options and also increase your damage output, so they can be versatile - and I don't believe they ever affect dialogue without you actively picking that option, so if you aren't comfortable with that part you can literally ignore it, if you really want.
Tag! and Intensive Training are useful if you feel your skills or stats aren't up to snuff. Do be aware that there are Skill Books in the world that permanently increase Skills a bit (they can be differentiated from Magazines, which have a temporary base boost of +10, by both the numbers and Magazines have no carry weight). There's a Perk that makes Mags and Skill Books stronger (doubling Mag boosts!), and one that makes Magazine boosts last three times as long.
Stonewall swiftly became super fun on my most recent melee character - every single fight had one or more "Stonewall prevented you from being knocked down" messages.
There's Long Haul and other Perks if you tend to pick up more than you can actually carry freely, I'm a bit of a pack rat myself so it's very handy.
If you tend to operate a lot at night, or during the day, there's Perks and Traits that will increase your ability during those times.
I do know this: DO NOT GET IN SHINING ARMOR in an unmodded game! It has a bug that makes it literally useless due to a coding error.
I'm not sure what kind of hardcore playstyle you have there, but it's a must pick.
