Easiest is to console command target him or enter prid 0013721f then disable, before you close type enable so he works again. The old did you turn it of and on again type of thing, dont forget to close the game fully and restart if you or steam wont do achivemnts.

I ended up taking the Yesman ending, because if this can't progress then you can't get the NCR ending.
I learned that this bug happens when you progress quests that have to do with Kimball with other factions.
Basically if you want the NCR ending, don't even talk to Yesman is what i heard.

Yea sorry but it seems there is no way to progress if he wont speak to you and he just gives you the grumpy face. People often suggest a variety of console command solutions but I tried them and they didn't work. I think it's because there are parts of the quest we may of already did with a previous faction and no console command will let you retrace such world changing events. I think.
