If you’re set on not using commands, I’m pretty sure reloading a save from when you didn’t have the addiction is the most sure way to work. Though I think a couple things you may want to try first are getting addictions removed by another doctor (Not entirely sure, but I think this worked for me once) and/or starting one of the DLCs (I’m kinda just guessing on this one but I vaguely remember DM or OWB removing negative statuses when you start them)
The only guaranteed sellers of Fixer are Dixon (the drug pusher in Freeside) and one of the vendors in the 188 Trading Post.
And that aside, NEVER sell Fixer when you find it. You'll need it.
