What Does the Cardiac Arrest (Old World Blues) Perk Do?
I'm doing my second run through of OWB and the description for this perk is annoying: "50% to Healing Items (Chems)."

Does it make chems have stronger effects? Does it make them last longer? Does it do nothing at all? When it says "healing items (chems)," does it apply to food and drink as well???

Please explain if able.

Personally, I believe having all your organs back in your body give the better perks.

Sans bugs, of course. Cardiac Arrest keeps the -50% robot crit statistic from Heartless instead of 25%, and Big-Brained doesn't actually give you a DT bonus over Brainless.

Addendum: healing items that are chem-based are better, Stimpacks, Super-Stimpacks, the heal bonus from Buffout (presumably), the limb-restoring powers of Hydra (presumably), aka healing items that rely on the Medicine skill while healing items based on the Survival skill are unaffected.
So, practically speaking, it buffs stimpacks more.
A strangely vague way of saying it, though. I guess I'll stack that with the other four stimpack buff perks in the game and see what happens.

It's probably NOT easy to have and keep adding perks and bonuses to games AND have them make the most absolute practical sense. Eventually it becomes overly complicated which is why it's always better to KISS, Keep It Simple Silly.

I just did a round of experimenting, Cardiac Arrest/Heartless doesn't affect stimpaks or buffout AT ALL. Same with water/food. It doesn't affect duration either. As far as I can tell, the "health item" benefit means absolutely nothing.

You get 2 strength with you original spine as opposed to the 1 strength the synthetic one gives you, so yeh

Synthetic heart is good for when you go to cazador infested areas, but nothing more really
