the legion: is well the legion but my main reason for opposing them is the destruction of history and culture.
yes man: well he wont be your slave for long given that at the end he states that he will be making himself more assertive and that probably means that he's going to become another ai in the fallout world that uses his resources to further his own means and no longer be yes man but "i do what i bloody want man" while this doesnt mean that the mojave will be worse off its just to big of an unknown to make that gamble (also i saw a hypothesis that the code was actually a copy of mr houses brain like jane is so if that is true then its mr house either way not saying it is but figured id throw it out there) and in the ending slides it plunges everything in chaos and anarchy.
ncr: the ncr i think would be better in 20 years or so when people like kimball arent in charge their to corrupt to properly fight a war so they also probably cant govern the outskirts of their nation any better than self governess.
mr house: mr house has a propper plan thats it
ok theres more mr house has demonstrated that he doesn't just plan he plans makes precautions and does the maths not only that he makes sure to double triple and quadruple check in order to make sure that this is indead the right path forward he also plans to go into space and colonise another planet which presents a real solution to the problem of the fallout world that being that the enclave keep trying to kill everyone. and also it won't be a nuclear desert mr house also doesnt have many goals beyond general scientific progression he shows no want or willingness to expand his sphere of influence beyond the strip and free side
now mr house isnt perfect he killed the kings and brotherhood of steel but we have to remember that (in most endings) the kings attack first he was doing what anyone in his situation would protect his interests. and the brotherhood of steel is an understandable threat now i dont think elder mcnamera would ever attack the strip but mr house was playing it safe the majority of brotherhood elders would have done exactly that attack the strip try to disable the securitrons kill mr house then use the strips technologies for their own ends and again he did the math and calculated that they would be his greatest enemy if he found success
so that's why i side with house i think it will just be better for everyone in the long run
let's not forget that the BOS are not the good guys, literally the first time you meet them, they put an explosive collar into you, and let's not forget that they also sended people that wanted to join them in suicide misison, (only the vault dweller was succesful to survive, the rest died) hell, they even kill followers of the apocolyps because they are afraid that veronica is gonna share some kind of information.
just like mr. house says, they are a group of savages with tech that can send people into hospitals, instead of seaching tech that will help everyone develop (like the followers)

Yes Man (Un-upgraded Securitrons): Anarchy and independence has come to the Mojave.
Yes Man (Upgraded Securitrons): Order has come to to New Vegas, and the Mojave is at least partially protected while maintaining independence.

Father Elijah is obviously the best choice, even if you want to argue that Mr. House is more technologically genius because "he made Roboco and was filthy rich" he has comparatively little understanding of environment the post nuclear bombs dropping provided and is very self centered in his motives and only aims to recreate the old world thru an iron grasp. In addition while Roboco's success is partially due to technologic innovation its also very dependent on mergers of other successful companies (hostile and not), work with other specialized technology based companies, military contracts, and mathematical prediction algorithms (likely used to abuse the stock market). All of which are methods that are near useless in the wastes after the bombs dropped. Mr. House is quite literally walking into a poker game with a loaded hand for uno, and two aces up its sleeve (The Securitrons/The Courier).
It doesn't matter how good of a player and organizer Mr. House is, because the upsides he brings to the game table are barely relevant. And if you want to honestly argue that a CEO's success is more based on his intellect than the people bellow him, doing the actual work I really need to begin considering you as tipping to insanity. Keep in mind as well, Mr. House had 183 years after he regains consciousness to when the Courier is shot in the head to update some drivers so his Securitrons could more than triple their effectiveness. He never does this, greatly showing his actual intelligence (5/10) compared to Elijah's (9/10) really humbles him in comparison.
Elijah has not only a more concrete plan to clean up the Mojave, but very much so tried and tested experience living in the wasteland that he wishes to remold. He shows marked innovation of the technologies available to him (by his own hands), and due to Veronica we can very easily point to him being able to pass these understandings on. He isn't the best leader admittedly, but its quite arguable that with the technologies he has harnessed bellow himself and the Courier's help he could quite easily do a better job than House.
It's a difficult decision though, because House Sends Victor, which is nothing more than his subordinate version of Yes Man. As Trudy says "It ACTS friendly enough" But don't we all feel something is a little off?
Everyone obsessed with which is the right choice? There's just sacrifice and compromise. House exercises divide and conquer because he must. If he doesn't do it someone else will eventually because people will be people. They're selfish and greedy and just looking for an EXCUSE to do what comes natural as long as they can fall back on innocence and play the victim.
This perfect world in which everyone could just be carefree and irresponsible ... it couldn't work. It's a nice luxurious idea, but it couldn't work.
There is the fact that y'know, he genocides the whole Mojave basically but ok
By that I mean private security companies for caravans, which would be affordable considering no taxes. New Vegas would just be separate private property for each of the families/casinos, and they could choose how to run it themselves.
The most convincing thing for me is Yes-Man himself being a bit of a wild card there, as well as house having a grand plan for the mojave
