It effectively combines a stimpack with Hydra without risk of addiction.
That said, I have no idea whether doctor's bags are forbidden. I don't recall them being confiscated when entering the Fort, though it's entirely possible I've just never noticed. And I'm almost certain hydra is confiscated (despite being developed by the Legion, as mentioned above), so I'm not entirely sure that's the most reliable indicator either. I suppose it's possible that, although they developed hydra, they later forbade it due to its addictive properties. But I think it's at least as likely that it's confiscated simply due to how the item is classified within the game.
Another method, though, is a VERY long sleep in a bed. A full 24 hour sleep will usually take care of it.
Also, I felt Siri at the fort should've been able to heal crippled limbs or hand out healing poultice.
Heck, even if you need to teach her how to make healing poultice first.
She is supposedly a "medic" for Legionairies...
It's a mix created by the legion that is made out of cave fungus, nightstalker blood and radscorpion poison glands.
It acts as an anesthetic that slowly restores limb condition.
It is even used by the NCR.
It is addictive however, but the legion has no choice since traditional pain killers are prohibited.
