No, there is NO law, because the people don't care, the law only matters when the people care, Bandits don't care. So the best example becomes be civil and if you can't be civil, stay the ♥♥♥♥ out. If caught disrespecting these simple rules ... you die. It's that simple, no need for procedures and elaborate policies just to feel like they're righteous or the heroes. You're dealing with too many bandits and junkies. It's NO MAN'S LAND. The killing fields are out there, the town is off limits.
If you would like to be more realistic about it, the TRUE flaw is ... Meyers is ONE man with NO support, the NCR is a regiment if not multiple. The fact that they would have so many men standing guard SHOULD scare off anyone who would like to loot or plunder the town. They wouldn't need to do anything harsh since their example is presenting a fight that couldn't be won. But they are no different than Meyers, they just have the luxuries that come with the strength in numbers and the more P.C image that comes along with it.
But really, being that the NCR is NO different than Meyers and he comes with a HUGE discount on trade ...
