Slots and Roulette are heavily affected by luck.
Only pressing double down is playing the game so stupidly, all the luck in the world can't save you, whether it's real life or New Vegas.
Let me tell you what happens at blackjack with high luck (9-10):
-You get a figure or a Ace (10 or 11 points)
-Next card will never be under 7 so you will always get at least 18-19 point with 2 cards. (Remember, highest points is 21, more than that is gameover)
-30% of the times you'll get a 21 with the two first cards right away
Now, if you don't understand how to win at blackjack then no matter how high your luck is, you won't get much.
10 Luck is not a 'win automatically' setting. You still have to know how to play blackjack. Doubling down all the time - no matter what your cards are - of course you're going to loose money.
Not sure why that implies Luck will help you out at all the time when you double down on 19 or 5.
Not really when you're the only one in this thread apparently having so much trouble playing blackjack.
