Report a translation problem
There's no option to get the Followers to help at Hoover Dam, iirc. As far as I know, they only come up in the Yes Man quests, in which they can be asked to give aid to the region, but I don't think that actually affects anything in-game or in the ending slides.
Nvm, I found it. It's odd that it's only mentioned briefly in the notes with no explanation of how or when to ask them for aid. Are you idolized with the Followers? And have you completed Friend of the Followers? Those are required to ask for their help in the Yes Man ending, so those may be requirements for aiding the NCR as well.
