Where do the Legion recruits come from?

I mean, 95% of the Legion's recruits must be born in the tribes that Caesar conquered. Otherwise, I don't see anyone from the Mojave who would join them (except for the khans).

Caesar conquered much of the "four states": Arizona, New Mexico, Colorado, and Utah. The Legion assimilates tribes but there aren't just dead horse-esque tribes in those states. Much of it's actual military comes from whatever settlements there are. Imagine Shady Sands or New Reno like settlements in those states but under legion control.

Yeah there's a reason why women are delegated to second class. He needs them to give birth to more recruits, and it's easier to train loyal soldiers from birth.

When the game starts Caesar's Legion has already conquered almost all of Arizona and New Mexico as well as most of Colorado and Utah. Cottonwood cove is the only legion outpost west of the Colorado river.

Well the one guy you meet there, just occasionally comes there to make sure it's still in order.
Lore wise lots of undercover Legionairies come there to resupply.
