now don't play it as a simple fps with dialogue or you're going to have a terrible experience (i learned it the hard way on my 1st run) read the menu and you will understand the most common stuff
Should you get DLC or not? If you have the extra money, go for it! Its worth it, you can replay this game countless time with different build, faction sides, ending, etc.
While Outer World, not so much to be honest, its just too linear for me..
I've had no problems running the game on windows 10
For Win10 compatibility you shouldn't have too much issue, and if you do there are mods available which can be easily installed which will fix any issues.
And in regard to The Outer Worlds, Outer Worlds was kinda crap tbh and even people who liked it tend to agree that New Vegas is better. You can get Outer Worlds if you want, but I'd definitely still get New Vegas + DLC regardless.
Honest Hearts and Lonesome Road are also fun, it's just Dead Money that wasn't very good.

Also: Outer Worlds is a pretty good game, but just not as good as New Vegas. To compare them: outer worlds is more polished, has better gunplay, and still has pretty good writing, characters, etc. But the game is kind of short, doesn't give you much freedom to explore, and the story as a whole wasn't as satisfying.
