Report a translation problem
This reddit thread https://www.reddit.com/r/fnv/comments/56ox1y/one_for_my_baby_glitch_boone_refuses_to_shoot/ suggests "setstage 00151403 255" in the console, but says some other guy who tried it ran into some kind of glitch, but the other guy's post/account is deleted so I'm not sure what the glitch was.

The only reason I can find for it to not update is if Boone isn't in the sniper nest.

Such touches force me to keep a mod I'd have uninstalled after I have seen that it's nothing related to FNV. Coito Ergo Sum is the mod.
As a general rule of thumb, I stay away from cosmetic mods as much as I can. FNV, Skyrim and FO4 wise, and I still have 100+ active plugins.
For example Ragdolls bloated my save game, it was an exception I decided first to use, but I bluntly removed it after the incident. And the next modded Bethesda game will have minimal if not zero cosmetic modes. I don't really care if Boone looks sexy or not, I like the stories, the action and the mechanics.
