Every system is different, so the loading issue can be caused by a number of different things. You might still get it occasionally even with all of these, so you'll need to experiment. The ones I'd try first are NVSE (you'll need its scripts for some of the others), 4GB Patcher, NVAC, and Tick Fix (without getting into gameplay bugs or graphical issues, these should make the game run better and crash less). The old Heap Replacer broke, but this one's new, and I haven't tried it yet. You might also want to look at OneTweak, which lets you run the game in borderless windowed mode, which is usually more stable, and at least if it locks up you'll still be able to switch windows.

If you do still get that infinite loading bug at the front menu, though, like Heduardo said, load an earlier save, then from that save load the save you want. Things usually work normally after you do that. The bug doesn't happen all the time, but I don't know of any fixes that get rid of it entirely.
The autosave before the battle of the dam seems to be the most stable for me. If I load that up, and then press quickload it always works.
I play unmodded. I preferr it slightly flawed. Fits the theme :)
