how i can win the battle of hoover dam i truly replayed the mission like 23 times still dies with my two companions giving their best and still die and with i had to spend all my bullets for nothing just death

Well, the game is over after the Dam, so I'd say just go and buy the highest end equipment for your build that you can -- a new weapon, better armor, more ammo and healing items. Use any chems you've been hoarding, Med-X and Psycho will probably help a lot, Hydra if your limbs keep getting crippled. You can leave your companions behind if you're playing on Hardcore and don't want them to die. Don't feel like you have to kill everyone, if you've got troops from your faction behind you, feel free to run for it rather than standing and fighting.

You might want to go back and do some of the optional missions to get some backup -- do Arcade's personal quest, maybe get the Boomers, Khans, or Brotherhood to side with you if you haven't. If this is the NCR run and you have a high Science skill, look around for Mike Lawson and see if you can do his subquest to turn on the turbines and flush out some of the legionaries.
