Other than as random loot in toolboxes and similar containers, you can steal a number of samples in Novac. I think there's a few in the Cerulean Robots factory and possibly more in the containers therein.

The Gun Runners and Blake at Crimson Caravan semi-reliably stock them.

In Old World Blues, The Toaster can break down toasters in to Scrap and Muggy will give you five units a day once you find his upgrades. Big MT is itself a great place to find them as loose items and random loot.

Quite a lot of scrap at the REPCONN test site too. Not sure how much electronic there is but some at least.

If you're still in Goodsprings, there's an abandoned shack just west of the Yangtze memorial(white cross to the north of Goodsprings) with 2 scrap electronics inside
