You can't fine a dress, they are exempt for all forms of fines and taxation.


To find a dress, try looking inside of the new vegas strip itself. There are a few places you can "find" (depending on your definition of that word. And if "finding" them on living people counts) them.
There's also one or two quests that can result in one.

basically you are looking for FORMAL wear. the easiest place to find formal wear is the white glove society.

alternatively Vera's dress from Dead money also counts.
