You can't fine a dress, they are exempt for all forms of fines and taxation.
To find a dress, try looking inside of the new vegas strip itself. There are a few places you can "find" (depending on your definition of that word. And if "finding" them on living people counts) them.
There's also one or two quests that can result in one.
