G.I Blues - Can't negotiate with NCR

I do the mission, talk to Pacer. He says to kill the NCR. I unequip my gun, wear nothing, and walk up to them. They just shoot me. (I also have my companion waited far away) I also took a stealth boy and tried to talk to Elizabeth Kieran, but I don't have the option to talk to her. She just shoots me.

i don't want to kill the ncr cause then you get vivified

When you learn about the ncr giving away food you have to talk to Julie Farkas then when you talk to the major who gives food away and make sure you ask them about things like are you giving food to everyone else and then they will say the king rejected a envoy and then you have to tell the King about it

And you dont have a savefile to go back to?
Tip, in games that let you make decisions like that (and if you are the type of player who wants to go back and fix things) its always a good idea to make hard saves every once in a while.

It could be your reputation with the NCR, try wearing an NCR outfit.

No this quest isn’t effected by reputation he just do the optional objective which opens up the peaceful route
