Report a translation problem
Easiest way to fix the bug if you have it is to put on armor with DR (the rebreather is the most likely thing you might have), let your display cycle back to DT, and then take it off.

If it increased DT by a percentage then you'd be correct about this, but in New Vegas each rank gives a flat +3 boost. If you have no DT to begin with, taking both ranks will bring you to 6.

Haven't yet figured out a fix (Quitting and reloading didnt work for me, neither did using console to remove and re-add implants; implants being what gave me the glitch)
However, when equipping the rebreather from the Boomers quest line, the DT UI returns and phases between DR/DT.
As such I'd conclude that the glitch doesnt actually effect your DT in game, as when I equip the rebreather the DT shown is correct to my character and loadout. So although the glitch is annoying, it seems as though we dont need to worry about whether our DT is actually taking effect.
