President Kimball Does Not Give His Speech

Doing 'You'll Know When It Happens' and well everything goes fine until Kimball goes to deliver his speech. Kimball simply stands behind Moore, and neither of them say anything. Upon further inspection, I cannot move Kimball through console commands, nor can I talk to him. My only option remaining seems to be killing him, but i would rather keep him alive.

Edit: Finished the quest safely by killing the shady engineer, while Kimball's vertibird was arriving so one it landed, it took off again.

It happend to me once i waited quite long but if thats does not work try going to a load before you got the quest other than that i dont know

I already tried both of those and they didn't get the quest moving. Thanks for the attempt, though.
