It's a carryover from fallout 3, where Bethesda felt that pipboys should somehow have the magical inability to ever be parted from their owners without the owner dying in the process. I think they stuck that stupid idea into like one dungeon and the tutorial, then it's never mentioned again.
Billions of mods are available that remove the glove portion, and force the pipboy itself to go on the outside of armors. Makes all the difference, look wise, on power armor, primarily.
Can you mention one of the mods that remove it?
