I want to join the ncr but the legion guy turned up. what do i do?

Google it or get a Prima guide. Either one will tell you the options you have. I don't remember exactly how it goes, but you can ignore the legion for the most part at this point. And you can always join them later.

I've looked it up and I've found nothing an ncr guy is suppose so come to me but I got the guy from the legion instead

The legion guy meets you after you deal with Benny and gives you the mark of Caesar, resetting any bad reputation with legion 1 time only and invites you to meet ceasar (if you go through yes man, Mr house or legion, you have to meet Caesar at least once) opening the legion main quest up.

The ncr guy meets you and resets bad reputation after you enter the lucky 38 for the first time and meet house, opening the ncr main quest up.

But don't worry, you can do a few missions for each faction before you're locked in to that main quest.

Though second mission for Caesar involves killing Mr house, I think if you get about 4 quests in for mr house locks you out of legion and ncr.

Yes man ending you can always do no matter what.

Just once you get the quest don't tread on the bear or beware the wrath of Caesar that's pretty much signal that if you keep working with the current faction you will block out legion and ncr.

Those two guys only show up if you've been causing trouble for their respective faction. The fact that Caear's guy showed up just meant that you've been making Caesar angry, but that he wants to give you a second chance. If the guy from the NCR shows up instead, it just means the same thing, but for the NCR instead.

At this point, you're not locked into particular main questline, so you can still join the NCR main quest if you want to. Just go to the NCR Embassy and talk to Ambassador Crocker. He'll give you your first couple of quests for them. As long as you haven't failed a quest called "Don't Tread On The Bear", you can still help the NCR.

Well the NCR guy will come to you the first time you exit the Lucky38 no matter if you've been good or bad to the NCR.

The invite to meet Caesar will happen the second you walk out of the Tops with the Platium Chip.

You don't have to go meet Caesar but I recommend it so you can get access to the computers in the vault. Just make out like your going to help him. Then leave.
