Try Clarity or Yellow Goodbye. Each come with a darker nights optional file.
FNV Realistic Wasteland Lighting - All DLC.esp
FNV RWL All DLC - Brighter Nights.esp
try waiting inside an interior for 24 hours then check to see if outside lighting is brighter.
If that didn't work, your easier option would to be to tweak the in-game brightness setting.
Your other option is to use ENB (If you don't already), which will allow you to specifically tweak the night time brightness within shift + enter.
