drop those stats down to 9 and put those points into endurance for implants
Perception has 0 effect on gun accuracy without mods
If you have the DLC, drop those points on intelligence too, the level cap is higher and there's more skill books
There's not going to be much difference at lower levels having stats so high, but it will make a huge difference in the early game to have stats so low. Starting with high intelligence helps for skill focused builds, so I'd lower perception, luck, and agility to 7 each, put those points into str/end/cha, and then take Intense Training perks to increase per/agi/luck as I level up.
Unless the point of that build is to provide an extra challenge to the game, then bravo, you nailed it. ;)
Yes, I know exactly what INT and Perception do. Like I said, if you have the DLC, you won't need that much INT. Perception is also kind of useless because ED-E exists, and even if you go Lone Wolf, you can see them from pretty far off anyways. and besides, as for implants, you can get SPECIAL implants to raise your stats to 10, which means it would make 0 sense to have them at 10 from the beginning.
And if you plan to sneak a lot, I dunno if you will need that much luck, because sneak attack criticals don't depend on your luck.
If you don't want to hoard, that's your own business, but it feels like you are crippling quite a bit about your character for it, when some careful inventory managment would work just as well.
As for luck, 7ish seems more reasonable to me, but it rather depends on what perks you want to take. That applies to your other stats as well, without knowing what key perks you want, There isn't too much I can offer.
As a total, your built just seems too specialized, such low endurance means you are gonna be really squishy in actual combat, and so few implants. Low strength means almost never meeting a strength requirment for a weapon, and little inventory space. I do agree with the low charisma, because it's just good for companion nerve, and I personally don't bother with companions.
And some fights you just can't avoid, short of not going through with the quest or using a stealth boy.
