And even then the game might still crash, yeah. You should always be able to use ctrl+alt+del and then select the task manager.
But before you do that, start the task manager once when not playing already, and make sure to set it to be "always on top" in the options, otherwise the crashed NV will prevent you from alt-tabbing to it.
Can't hurt to try out some other mods then.
In any case, NV might still crash, so set your task manager to "always on top".

If you do have Windows 10, make sure that you don't have NVSR already, and if you do, try your game without it.
If you have Windows 10 but don't have NVSR yet, try it but it's causing freezes for a lot of Windows 10 users (whilst improving performance for others, as it always used to do before November 2017).
Ctrl+Shift+Esc is a better combination for the task manager.
If you continue to have problems, post back but do include your specs and any mods you're using.

Try to uninstall some stuff, maybe there's a culprit in this load order
Second order of business, that's your load order, which is of course needed, but load orders don't tell us things like what texture mods you have or stability plug-ins.
So, of all the mods listed on the pinned thread mentioned above, which do you have? Are you using the 4GB Patcher? Make sure it's the latest one. It patches your game and does not use a separate launcher, whereas the older versions do use a separate launcher. If you are using a separate launcher to launch your game, not only are you not up to date, we'd want to confirm that NVSE is working, because if it isn't, your stability mods aren't working, either.
What retextures are you using?
Did you have NVSR? Did you try removing it? Did you try adding it?

Edit: Almost forgot, after that, start trying to troubleshoot that load order. I'm not familiar with the behaviour of most of the mods on it, but I do know that Project nevada conflicts with a whole load of stuff.
Yes I do have stability plug-ins like NVAC New Vegas Anti Crash and yes I do have NVSR and never tried to remove it.
No I'm not using the the 4GB Patcher but the main launcher for Fallout NV only.
First, that 4GB Patcher is literally mandatory for higher-resolution textures, so grab that.
Second, do not use 4K anything. You don't really have the specs for it. That mutant pack has a 2K option and I'm using it myself. It looks fantastic.
2K is the highest you should go, but I'd honestly stick with 1K if possible (mutant pack is only 2K I think).
If you still have problems, remove NVSR.

As for dust, though I don't believe that's the cause of this problem in particular, you are just a bad PC owner if you're not keeping that stuff out of your PC. Compressed air will sort you out fairly lively.
Yeah I think that's the main reason why my game keeps crashing, I'll try to remove all my retexture mods and tell you if it's fixed or not.
The only retexture pack I'd expect could cause actual freezes is the mutant one, in an area with a lot of them. I'd expect slowdowns otherwise, not hangs or crashes.
If your game is running fine and then suddenly freezes or crashes at seemingly random points every half-hour, that sounds like the NVSR problem. I was getting about 60 FPS with everything in the game retextured and loads more NPCs than the vanilla game and with weather mods, and then my game would freeze. After removing NVSR, my game is very stuttery but never crashes. If I removed some mods, it would play better, but I don't think I will.
I specially installed NVSR hoping It'll fix my freeze problem but who knows maybe removing it will maybe fix it.
