I think you're glossing over a lot of the subdivisions of Islamic terrorists. They don't all fall under the same special stats.

Ideally I'd say you should take max agility so that you can reach targets more quickly before detonating, but the downside of a character such as this is that you're going to blow yourself up almost immediately and then the run is over.

Low int seems sensible and your character won't really live long enough to gain many levels, so it doesn't matter that you're getting less XP due to low int. At the very least, I'd say you should dump most of your special into agility and strength. Strength will help your melee weapons (which you should select as a tag), because you're probably going to want to use a machete or something similar.

Charisma should also be zero. Dump remaining points into both endurance and perception, all reliable combat skills, and for your last tag skill I'd say you should choose something low-tech, like repair or survival.

charisma should be zero as long as im not an imam, although they are almost just as good as radicalizing youth as the alt-right so im not sure. idk if i'd actually suicide bomb, or only use time bombs or something.

should i side with the legion? they're heavy traditionalists and basically encapsulate a horrifically militaristic shariah law but then again, they're not islamic.

oh and im running out of stereotypical names, ive been using the same old "jihaad al-moraadi" and "assad kimkur" "hussad al-jihaadi", etc, over and over again

Well, seeing as religion in the post-war world is nearly extinct, and Islam in specific is never referenced, it doesn't make much sense to roleplay as one. Anyways, since to a terrorist everyone in the wasteland would be an infidel, you should definitely genocide run. Go evil independant Vegas.

i explained the problem with joining the legion, they're suspiciously close to islamofascism but they're fairly secular, other than deifying the autocrat

You're now the terrorist leader.

You recruit others (otherwise known as companions) "FOR DA CAUSE!!" to fight for you while you slip back into the shadows. Letting them do all the work while you take all the credit.
And should they die, then hey. Plenty more people out there that can be swayed to fight FOR DA CAUSE!!

Unless you want a bunch of things to blow up. Then you need to tell your loyal follower to stay put (because anyone willing to work for would have to be thick as two short planks), sneak in by yourself to place all the explosives (remote detonated C4 is an option in this game) and then when it all goes off praise (read: shift blame onto) your followers for it.
While still taking all of the credit as ever.
