No Ghouls outside of Repconn Test Site

So I've recently restarted New Vegas and when I get to Manny Vargas in Novac, he asks me to get rid of the Ghouls at the Repconn test site. But when I got to the dead Glowing One on the road, there were no more Ghouls to be found.
Every time I've come across this, the only ghouls I've seen are the dead Glowing One and the dead Bright Brotherhood. I haven't gone into Repconn yet, but I did restart again and headed straight to Novac and had the same problem.
I know Mods aren't the issue because I've never used any on New Vegas so I'm really confused.

It's just an engine issue. If you save on the road to Repconn and then reload the ghouls will spawn, more than likely right in front of you.

Same bug can be found by the tribal village and Deathclaw sanctuary.

i think the quest asks you to clear the building... that they are breaking out. beyond that this sounds like a need to maybe finish the quest there... honestly repconn test site and repconn hq only serve one purpose for me anymore nowadays... i run robco certified, so they are great locations to farm new bots. but beyond that you might try one of the new vegas fix mods for the broken quests. sadly bethesda lets many bugs sit on single player games. i guess they figure aside from dlc they arent getting anything else out of u... but with their online ones they can maybe get fallout 1st membership too... but try some of the fixer mods. there is one i know that is great just cant remember what it is called

beyond that mod the ♥♥♥♥ out of new vegas. i highly recommend installing tale of 2 wastelands if u want to fill the game with more to do... tale of 2 wastelands mods 3 and new vegas together. allowing u to play both together in the same toons. all with the upgrades to the workbench system that new vegas offers

Bethesda didn't make new vegas thats why its less of a buggy mess than 3 and 4. LOL
