Vault 3 quest question
In order to do the vault 3 quest, do I have to find and talk to someone before I go? Or I just go to the vault without talking to someone.

I wanna get the key from the guy to get the armor, and I heard I have to finish this quest do get it.

Vault 3 is mentioned by several characters in Mccarran but there is no actual quest - only small task (you can discover it during vault exploration if you haven't received it in Mccarran and still get the reward).
Vault 3 is also connected with one of the quests from Red Rock Canyon.

What key and guy are you talking about?

Its a key to the NPC hut or something and it contains the armor.

Brother, I don't know what you're talking about. There ain't no NPC hut and there ain't no armor. You can just walk into Vault 3 if you want, though the fiends will attack you up until you go inside. I believe you'll need either Great Khan armor on to disguise yourself or a speech skill of 37, maybe 38, in order to go inside without having everyone in the vault try to kill you.

You have to find Bryce Anders, then you have to go to a guy named Colonel James Hsu, then he gives you a key for finding the guy. Then you go to a hut, you open something and there are armors there.

Look it up, its legit.

You are probably referring to NCR hideout key that you can get from Shu once you get certain level of reputation with NCR.
Saving Anders is just one of many ways to gain the reputation, so Vault 3 is not necessarily involved.
