Fallout New Vegas Stuttering When Selecting A Weapon
I've been having this problem for a long time now. Some times it goes away, but somtimes it returns to stay for another 2 months. I rarely change my load order and my pc can handle the game just fine on 60fps and 1080p.

Now whenever i go out in the wasteland with this annoying stutter, the game will eventualy run out of memory and i do use the 4gb patch, i already did all the ini tweaks and got NVAC, NVSR and New Vegas Tick Fix (I know you can't use NVSR and NVTF at the same time, but it doesn't matter which one i use, i always end up with the same result. The only difference is that NVSR stutters slightly less, but i still get the "out of memory" error)

I've been trying for ages to find out what mod is causing this issue but never had such luxury, the only time this problem had gonne away was when i was playing and it simply stopped stuttering.

A few days ago, somebody released a mod limit fix, which is said to improve performance in long load orders, like your own, so perhaps try that.
Also, definitely use Tick Fix rather than NVSR. Besides causing crashes unless tweaked (and even then being less-than crash-proof), many of NVSRs features flat-out don't work anyway. If nothing else helps, you might need to thin out your modlist. You're using a bunch of performance-intensive stuff.

TLD_Travelers.esm
and
TLD_Travelers.esp
at the same time, meaning you're using the same big-ass mod twice. Get rid of the .esp, you don't need it anymore.
You've also got a couple of .esm amidst the .esp, which is no bueno, they need to be on top.

So i did as you said and installed the new mod limit fix, deleted the .esp of TLD and sorted my load orded putting all the esms on top. The game does stutter a little still, but it is much more stable now. One thing i do to make the weapons stopping from stuttering is starting a new game and then load my last one. That way i manage to draw every single weapon without stutter, it's a bit annoying but i can live with this.

No more "Out of memory" window which is a blessing, thank you so very much
