ENB is pretty stable. It doesn't crash the game more then Gamebryo already does. You just have to make sure to turn everything (AA/AF/overlays/water displacement) off in the launcher. You actually need ENB's memory manager for large texture packs or else the game will crash.
I don't use reshade my self. Does reshade allow you to load a ProxyLibrary like EnB does?
if so, rename DXVK's DLL to DXVK_d3d9.dll and point the proxy lib to it.
Now, stuttering is something I can understand and it will persist because of the way the game loads assets as you explore. I used to get it bad when I used HDD as a main drive, but now that I used NVMe and SSD only, I don't even get that.
Sorry I'm no help, but I'm at a loss for the purpose of all these fixes when I've never used any of them (except for the unofficial patch and 4gb).
Vulkan could potentially help with ultra res texture mods, and mods installed limits.
Edit: The limit is 255 plugins, but most people, including myself, get issues at 200 mods. Gamebyro is weird in that regard, at least.
No, the game is heavily limited on the cpu side of things, and there are some situations where fps drops are inevitable.
Some (not all) of the harder spots can be brute forced nowadays, notably The Strip, as long as you're not looking purposely looking for the worst case viewing spot or running intensive mods.
But the fact of the matter is that the game makes your PC work harder than it should. Skyrim was the same way, and is why you can get better performance with identical hardware in the Special Edition, thanks to the upgraded engine.
Anyways, my frame loss was almost always a result of the way the game constantly loads assets as you explore. It was a huge issue when I used HDD as a primary drive in that I would have the entire game pause, for lack of a better description, for a couple seconds at times. Mainly on the strip or nearby was where it really hit.
Beyond that, I'm at a loss. Modern hardware is massively overkill. Even with it being single threaded.
Also there's something to be said for needing hardware that's 10 years older than the game itself to get consistent performance.
