How to find ambassador crocker?

So I wanted to join the NCR, and my friend told me to find the ambassador in the embassy, but no one was there, I looked throughout the entire strip and every room, how do I find him? Or can I join the NCR by doing other quests for them, which I have, but to no gain.

He goes to sleep at night, but spends most of the other time in his office.

If you progress too far along the other quest lines, he'll be removed from the world, preventing further NCR key quests.

Have you gone and talked to Mr.House first? Because you will only get an invitation to talk to Crocker after entering and leaving the Lucky 38.

I have proggressed to the end, right before the hoover damn mission.. is that probably to late?
