Report a translation problem
For example, go to the crashed vertibird in the South with the Tesla Cannon, and he'll talk to you to get 1 point. Go into van graffs and he'll talk to you about the technology for 1 point.
Bring him to Ceasar base (this might only work on the first visit), and depending what you say, you can lose points or gain 2 or 3 I believe (best answer is tell him you want to hear what Ceasar plans are and see his forces then leave).
You can also gain more points by talking to Ceasar and then arcade will talk to you after, depending on what you say (there's an 8 intelligence check that will give you 2 points)
Going into repconn headquarters will get arcade to talk, for another point.
Talking to Thomas hildern (the doctor) in camp macarren should get you another point from arcade (once he talks to you afterwards).
There's more of these in game but I don't remember them all . I think you need a total of 5 points to get him to like you enough to trigger the quest.

Done that and I've gotten the quotes too, and if you're wondering I dont have ED-E as a companion.
-The House Always Wins, part V is active, and the player character reports back to Mr. House that the Brotherhood of Steel bunker has been wiped out.
-Wild Card: Change in Management is active and the player character installs Yes Man into the Lucky 38 mainframe. Yes Man then needs to be installed (and the quest therefore completed) for Arcade to make his request.
-For the Republic, Part 2 is active and the player character reports back to Colonel Moore that Mr. House has been killed or disconnected from his mainframe.
-Wild Card: Finishing Touches is active and the player character installs the override chip in the El Dorado substation.
