Is General Oliver an imbecile?
I didn't got so far to talk with him yet.
His decision making so far seem... unwise... stupid even.

-Retreated his forces from the front, leaving only the Rangers to defend which spread them too thin resulting in the Legion strolling into the Mojave and doing what the hell ever they want.
-Kept moving forces away from the NCR Correction Facility to the point the guards were heavily outnumbered, while the inmates were working with dynamites, resulting in a prison break which ended in all the guards and soldiers there getting killed, and the Powder Gangers now terrorizing the area robbing and killing caravans and travelers. If you leave the Powder Gangers alive or don't side with the Legion, then they will wreak havoc unstoppably for a long time.
-Openly messes with both Chief Hanlon and "would have been general if not sabotaged by Oliver" Shu.
-Generally NCR members seem to have a negative opinion on him both because of his underachieving results in warfare, and bad decisions.

Most of the highest ranking people in the NCR government are idiots, including Oliver.

I disagree. It's more fitting to leave him alive so he can sulk in defeat and be shunned by his own nation.

The whole NCR is misguided by trying to expand so fast that they cannot properly support their forces.

Yeah. Oliver is clearly a massive issue for the NCR. What they need is a leader: someones whose intelligent, brave, charasmatic. A man who has military experience and is trained in all forms of combat. A man who can defeat all types of enemies.
That is why the NCR should appoint Deputy Beagle as head of the army.

Ya, they should burn all of those disgusting pictures of Kimball and replace them with mighty statues to the great lord and savior Deputy Beagle. His might and power should not go unnoticed by any man, woman, or mutant.

There's more going on that just what's happening at the dam. Oliver pulled back because he needed those forced to put out fires elsewhere.

Well apparently it was because of he was jealous of Chief Hanlon's recognition for the victory on the first battle on the dam and he was like: "All right popular boy. Hold the front alone if you are so tough without MY troops.".
