Report a translation problem
I don't kill everyone. I just kill whoever I can to give the NCR a headache.
The problem is the NCR has a large presence in the Mojave which means LOTS of quests and ammo shops. Because of my early non-subtle approach I was pretty under-leveled and lacking in ammo in the later game as most NCR were dead and the rest tried to kill me on sight. My only solace was the Vendotron who isn't NCR-aligned and also can't be killed.
My advice: If you don't like the NCR, save that mentality for the end of the game where you can drive all of them back west. It helps to be their friend before the Final Battle.
The Powder gangers are more of a nuisance the NCR is too busy to deal with.
They don't actually pose any major threat to anyone but caravans and small isolated towns in the southwest of the mojave.
*Activates Stealth Boy and sneaks a dynamite into your inventory.* buh-bye.
Why fight the NCR? They got the coolest armor in the franchise and whats better than getting a gun and spreading democracy with it? XD
Becuase I play an evil character in any video game where evil is a possibility. I like to spread chaos and pillaging.
Spoiler:
You will come to a point where NCR and Legion will forgive you all your sins. This game gives you an illusion of choice. The only thing that matters are the few quests you do before the battle at the dam.
