reading books
if i read a book that says +10 science is that +10 science for ever or only for a short period of time? or like if i read fixing things book is that permanent and should i read all my books right now

Books come in two forms, Magazines and Books.

Magazines give a larger bonus but only last for a short time. Both the time it lasts and the amount it goes up by can be boosted with perks.

While they are unlimited in how many can be found the number of them you can find drops sharply as the game goes on. There is however a perk that lets you make an infinite supply.

Books give a much smaller amount but is permanent. This bonus can also be put up by a perk, meaning it can be worth it to hold on to them until you get it for the best effect.

While you can make more of them, you need the Old World Blues DLC and then to find the recipes hidden within it to make them.

Also if you read a book that would take a skill over 100, it will not increase the skill above 100, but it will mitigate drains against that skill, such as from attribute penalties.

So long as you have one of them you can make more of that one (so best to leave one of each in storage) so long as you can keep finding new damaged books and wonderglue.
And unless you go around killing every single trader you meet you will never run out of either.

i dont see it anywhere when i level up and it shows me what i can put 1 point into

What level are you? Lower than 22 and it will be hidden in the lower grayed out part of the list.

What is your Intelligence? Lower than 7 and it's the same as above.

And most importantly, what DLC you you have installed? Without the Lonesome Road DLC loaded and active you won't have the option show up at all.

Rentention Level 2 Intelligence 5
Comprehension Level 3 Intelligence 6
Voracious Reader Level 22 Intelligence 7

There are a total of 228 skill magazines placed in permanent locations, plus 59 in the add-ons (Dead Money, Honest Hearts, Lonesome Road, and Old World Blues).
In total, it takes 325 blank books and 26 wood glue to craft all of the skill books.
Although the amount of skill book recipes is limited, crafting all of the skill books still raises your total amount of skill points by 39, or 52 with Comprehension.
