That's a heck of an assumption to make. It's well known that the development team for New Vegas had a huge time crunch to release this game and lots of content had to be cut or was not implemented correctly or at all.
As for the problem with the quest. It isn't that it is nonexistent. It's just bugged unfortunately, and I'm sorry to say I've never heard of this particular one. I've been able to successfully disable Mr. House in an unmodded game just fine numerous times.
P.S. Quest ID's are made widely available on the fallout wiki.
1. Yes, it's a Hell of an assumption to make—and I assume you refer to "I looked online for quest stage IDs, but the authors omit disabling option, erroneously believing EVERYONE will kill Mr. House"—but, I was not one the parties MAKING that assumption.
2. My game is unmodded, and I've not been able to do it ONCE.

Note that on that page, there is NOTHING with the string "disable" or "sterilize," therefore those quest stages were not included.
I tried three ♥♥♥♥♥♥♥♥♥ times to do it without cheating, and every ♥♥♥♥♥♥♥♥♥ time I let Mr. House live, the ♥♥♥♥♥♥♥♥♥ terminal refuses to offer Sterilization and Disable options, so I either have to cheat to use the elevator, or I have to kill him. This is not a figment of my imagination, and I have literally spent nearly twenty-four hours in total trying to accomplish the evidently impossible, so screw it. The scumbag is already dead.
Either way, I wouldn't consider leaving him trapped in a casket but alive for eternity the "good" option.

The quest Id is listed in the field at the upper right of the page: 157321
The quest stages are listed toward the middle of the page, below the detailed walkthrough. The quest stage that's been bugged is quest stage 50, which contained info on both disabling and killing Mr. House. The actual disabling of Mr House is treated like a scripted event instead of part of the actual quest. The quest just checks to see if the event has finished.
So entering the command you want won't actually fix the event, only skip it.
I'm sorry, but this and a number of other annoying bugs popping up every ♥♥♥♥♥♥♥♥♥ time I turn around has got me PAST annoyed.
So, now that I've been forced to complete that mission in a fashion that I did NOT want, now the stupid NCR idiot at Station Delta refuses to tell me about the supermutant attacks in the progression for Return to Sender.
Stick a fork in me—I am DONE. There's only ONE ♥♥♥♥♥♥♥♥♥ thing to do in my UNMODDED playthrough: I have to start over from ♥♥♥♥♥♥♥♥♥ scratch. The bugs are getting worse and worse. It all started when ED-E refused to be dismissed.
Well, I tell you what: Next playthrough, I will NOT be taking ANY companions; I'll be the LOne Wanderer.
Then I remembered Bethesda didn't make New Vegas.

It fixes thousands upon thousands of bugs present in the game, and will make your experience a lot smoother. Once you start using it, you'll never go back.
I found the quest id but can't find the stage id for completing the quest :/.
