It's a bit primitive, but it gets the job done.
You'll want to set the encoding to ANSI for English text. Then select a font, render it, save it and see how it looks in-game. Then make necessary adjustments. That's all the advice I have about the program itself.
To get the font into the game, save it to data/textures/fonts. The utility defaults to the Fallout 3 folder, so remember to browse to the FNV folder and save there. Save the font with the name of the font you want to replace, or edit the fonts section in your ini file to point one of the existing font entries to your new file. Note that you can't register any new font types, the game is limited to the 8 that it already uses.
For quick previewing of fonts in-game, extract the following to the game's data folder. It activates a HUD overlay with previews of all the fonts that the devs commented out in one of the menu files.

I'm not sure if it works with Darnified UI though, may need to edit another file for that.
