I'm not sure you can, but you *could* download smaller mods found on this page here [docs.google.com] that cover all of the essential functions of Project Nevada while not actually requiring FOMM to download them. I'd argue it's even better than getting Project Nevada, since that mod is a bit of an outdated mess due to its peculiar scripting.
EDIT: Fixed the link, oops.

Also, if you're just starting off modding, I would recommend you use one of the better mod managers out there, like Mod Organizer 2 (MO2), instead of Nexus Mod Manager (NMM). In fact, Nexus Mod Manager is extremely outdated and you could run into a host of problems. Even Nexus eventually gave up on it and replaced it with Vortex, which works similarly to MO2.

EDIT: In case MO2 might seem daunting, I'll link a text guide which covers a good way to set it all up: https://hackmd.io/s/Hka6UZxqm. You don't need to follow it the whole way through; the only essential parts are "Configuring Mod Organizer" (BUT you can stop after the green gear image part since it's for time-consuming programs to maximise stability.), .INI Tweaks (BUT ignore the iPresentInterval=0 part), and finally you could look at the "Utilities" section. Good luck.

Project Nevada runs just fine on NMM. I am in the final stages of a Project Nevada on NMM playthrough right now. The other games I heavily mod with NMM also work just fine.

That said, Boromir correctly points out that Nexus has deprecated NMM, but similar to MO2 the community has continued to maintain this manager. The most current version is here. https://github.com/Nexus-Mods/Nexus-Mod-Manager/releases/tag/0.65.11 and it works.

If you already use and like NMM, you don't need to change. Otherwise, Boromir's advice is sound and I would consider MO2. Note: from personal experience MO2 has a rather steep learning curve.
