Oh, My Papa! Is mission bugged?
I found evidence (Karl's journal) for Regis, but there are no waypoint markers telling me where to go, and in the Pip-Boy, even after reading the journal, that objective is not checked off, as if I had NOT found the evidence. What the bloody Hell am I supposed to do now? I did not trigger/start this mission on the first playthorugh, so I have no frame of reference.

Talking to the Khan leader doesn't do any good; none of the dialogue options have a ♥♥♥♥♥♥♥♥♥ thing to do with it, and feck me if I can find Regis.

Oh My Papa is technically part of NCR's questline. Trying to complete the quest before talking to Moore about the Khans will not let you complete it.

There is much confusion over this quest since many believe it to be a simple quest that can be done whenever when in actuality it's more of a sidequest for For the Republic Part 2 and/or Wild Card Side Bets.

So, if/when I encounter Moore, then it will allow completion? Or is it screwed no, no matter what? Sounds like the developers screwed up; the quest should not have triggered since I haven't spoken to Moore yet.

If I recall you just can't finish it until talk to Moore. You should be fine right now.

One way of starting the quest is to find out about the alliance by speaking to either Karl, Diane or Papa Khan, then you need to say to Papa that you think he should break the alliance.
Then Regis will appear outside when you leave the longhouse and he'll give you the quest.

The quest will fail if Regis, Melissa, Jack or Diane are killed.

I didn't have a problem starting the quest (read opening post), just got roadblocked in the middle of it. I had already spoken to Pap Khan, but Regis failed to appear. I guess that means the quest is broken…unless I finally do locate Moore.

It's not broken Obsidian just set it up wierd. Like I said it's meant to be started and finished during For the Republic Part 2 not before or after.

Well, "weird" isn't quite the right word…"incompetently" would be more accurate. If missions are supposed to be started at a specific point with a specific character—or number of characters—then allowing missions to trigger otherwise is just plain sloppy programming, which is evidently precisely what happened here; I have started neither For the Republic Part One nor Part Two.

I don't remember exactly how the mission was given to me, the circumstances, but it was not according to intended plan.

Oh I agree completely but if I remember correctly in this instance Oh My Papa doesnt technically come up in the pip boy until For the Republic Part 2. Which is why most consider it a bug. While there are plenty of bugs associated with the Great Khan quests, just note that this was an intentional decision. But you can do basically everything which is strange.

A side note there is no "For the Republic Part 1" so once you do get to Part 2 know that you didnt miss a part 1.

Everything? Not quite; you can't find Regis to get to the next phase. Papa Khan's dialogue options at this point do NOT reflect Regis having accepted the information that will sway Khan to sever ties with the Legion.

That's why I said basically everything. Point is Papa Khan doesnt have dialogue because it's not set until the Moore quest. I think it has to do with the endgame battle, as your choices during Oh My Papa will show during it. Wouldn't make sense to have the Great Khans break away from the Legion and (depending on your choice) work with the NCR before you even choose whether or not you want to fight for the NCR. Just my assumption it was probably an oversight do to time constraints or whatever.

Okay. What makes even LESS sense is being offered the mission prematurely, if a lot of other things have to happen first. Thanks for your input. You've been helpful, and it's appreciated.
