There is much confusion over this quest since many believe it to be a simple quest that can be done whenever when in actuality it's more of a sidequest for For the Republic Part 2 and/or Wild Card Side Bets.
If I recall you just can't finish it until talk to Moore. You should be fine right now.
Then Regis will appear outside when you leave the longhouse and he'll give you the quest.
The quest will fail if Regis, Melissa, Jack or Diane are killed.
It's not broken Obsidian just set it up wierd. Like I said it's meant to be started and finished during For the Republic Part 2 not before or after.
I don't remember exactly how the mission was given to me, the circumstances, but it was not according to intended plan.
Oh I agree completely but if I remember correctly in this instance Oh My Papa doesnt technically come up in the pip boy until For the Republic Part 2. Which is why most consider it a bug. While there are plenty of bugs associated with the Great Khan quests, just note that this was an intentional decision. But you can do basically everything which is strange.
A side note there is no "For the Republic Part 1" so once you do get to Part 2 know that you didnt miss a part 1.
That's why I said basically everything. Point is Papa Khan doesnt have dialogue because it's not set until the Moore quest. I think it has to do with the endgame battle, as your choices during Oh My Papa will show during it. Wouldn't make sense to have the Great Khans break away from the Legion and (depending on your choice) work with the NCR before you even choose whether or not you want to fight for the NCR. Just my assumption it was probably an oversight do to time constraints or whatever.
