Personally I use Nexus Mod Manager (NMM). I can't stand Vortex and only use it for games that NMM doesn't support.
As for what mods, I'd just say sort by most popular and start from there. That should give you plenty to look through for starters. For certain you'll want anti crash and one of the massive bug fix mods that are on Nexus. You'll also need the 4GB patch for New Vegas in order to run some of the more complex mods. I'm currently running about 79 different mods and so far I've had less than, eh, 10 crashes out of my 68 hour playthrough so far.
It may be outdated but I still love it for its ease and simplicity and have never had any issues using it.

There are a number of freeware, basic anti-virus programs available. Use your browser and search "freeware anti-virus" - I used to use one called AVG
If you're running windows there's Windows Defender, if you go to your control panel you will find a section called "Security", in there you can find what your computer OS has onboard.
As for Nexus Mods, the other folk covered that pretty well. Pick yourself a mod manager, I use both NMM and FOMM quite successfully.
If you're looking for user guides for them YouTube has quite a range of video guides to using things.

No worries, we all start somewhere. I definitely recommend a mod manager. Just download a few of the ones mentioned and see what you think of them. Just a few clicks to install or uninstall various mods. While you can do modding manually I really don't recommend it, especially when the managers make it so easy. Plus it's far easier to screw up your game files doing it manually, especially if you're like me where people think you're far more computer savvy than you actually are. Always make a back up before you start tweaking around with the mods. And hey, if I could figure out modding, so can you.
There are one or two things that have to be installed manually rather than in the mod manager. I believe the 4GB patch mentioned is one of those things but the instructions are usually very clear on the page exactly where to put what files. If not, forums are your friend.
