Report a translation problem
Edit: I figured this out, it has to do with a UI mod that edits the fallout.ini font. If you use a mod organizer, like MO2, you have to also make this change using the .ini editor if you're silly like me and it copies the fallout.ini from an already modded game.
This is what my [Font] Section in the .ini looks like:

The parts that say DarN aren't default. That is what is breaking the game. Your culprit may vary.
Remove the DarN sections and the semicolons in front of the default options, which restores the default options. Or copy and paste below.

Alternatively, fresh install (including purging the Fallout.ini from your MyGames folder) and start Fallout from Steam. Even with a mod organizer, it should copy the newly created .ini file. If not, you can look into the files manually and purge them too, but the game should just create a new .ini when the Launcher opens and you load into a save game.

If this worked for you, good for you, but in my and this guy's attempt to do that did not work.
The fix I provided earlier to find and modify the specific .ini or where to manually purge the files does work; Steam will NOT verify or change those files because it will only remove files on an uninstall that are within the Steam or designated Install folder, not under MyGames in your Documents folder. This is why you typically retain savegames in most games.
I don't recommend updating this thread with information unless the specific fixes mentioned here do not work. I'm subbed to the discussion, so I can help troubleshoot further problems and see if I can get to the bottom of it. The purge I mentioned, should all else fail, seems full-proof though.
