By the time you do you're at the end game, you've made all possible important decisions and explored most locations. There's not much left for your maxed out character to do. 90% of the game is building your character up to this point by doing content with your sub-optimal skills.
Perks are what differentiate your character by the end game anyways, and roleplaying is more than just how your character kills stuff. Don't worry about it.
with the compliance regulator from honest hearts all enemies face a 12 second paralyze from a laser pistol critical hit.
ALL enemies, all bosses, everything. on the floor helpless for 12 seconds. thing fires 3 shots a second, and is a laser pistol which can get upwards of 60% critical chance easily enough.

Try playing the game with DLCs. I run out of skill points to use at level 43-44 on most runs.
Getting up to 100 in all skills is interesting, especially if you do it early enough in game, as it unlocks way more speech challenge options/skill checks.
and yeah I do cap out in the low 40s usually. with 4 or so INT and Educated.
