Benny's greeting changes depending on your Strip reputation, and on whether you've been to the Lucky 38, and on what you did to the Boulder City Khans, or if you've already dealt with the Omertas, or if you convinced Swank to set up the meeting with Benny in his room.

The other kids chasing the rat were patched out of the game. There are mods that restore them.

That's interesting to know. Any idea why the second kid was patched out? I remember them being in the game even in 2018.

They were removed either because of poor performance on the PS3, or because they only have one male voice for most of their lines.
