Boulder city showdown, Jessup not spawning
Jessup isn't spawning during boulder city showdown, the room he's supposed to be in is barred and there was nothing in the room when noclipping and reentering the area or exiting game doesn't work. I can't reload a save before the the quest and i want to solve this via negotiating, is there anything i can do?

no mods installed, are there any i could download to fix this?

or if anyone knows a combination of of console commands to complete this the political way and get the rewards (fame for both ncr and khans and i think a flip lighter that was a clue or something in another quest)
